MIDA, Invest Hong Kong Renew Partnership, Promoting Two-Way Investment Between Malaysia And Hong Kong

KUALA LUMPUR, Aug 12 (Bernama) -- The Malaysian Investment Development Authority (MIDA) and Invest Hong Kong (InvestHK) today renewed their memorandum of understanding (MoU), setting a shared course to capture new investment opportunities across ASEAN, the Greater Bay Area and Mainland China.

It said in a statement that the MoU updated the original agreement signed in 2014, reflecting new areas of cooperation and the evolving priorities of both economies.

The renewal took place at the “Hong Kong: Your Strategic Springboard to Chinese Mainland and Malaysia” Business Seminar and Networking Lunch here.

The MoU was signed by MIDA chief executive officer Datuk Sikh Shamsul Ibrahim Sikh Abdul Majid and InvestHK director-general of investment promotion Alpha Lau. 

It was also witnessed by Deputy Investment, Trade and Industry Minister Sim Tze Tzin and Commerce and Economic Development of the Hong Kong Special Administrative Region Government secretary Algernon Yau. 

On the renewed MoU, Sikh Shamsul Ibrahim said MIDA will work with InvestHK to promote investment, connect businesses, explore new partnerships and strengthen supply chains between Malaysia and Hong Kong.

Since 1980 to March 2026, close to 1,000 manufacturing projects with Hong Kong participation have been approved in Malaysia, representing investments of more than RM60 billion or about US$15.5 billion, he said.

These projects were expected to create almost 197,000 jobs for Malaysians.

"In 2025 alone, Hong Kong was Malaysia’s third-largest source of approved manufacturing investment, with projects valued at RM12.4 billion or about US$3.1 billion.

"But beyond the numbers, the message is even more important: Hong Kong investors are actively choosing Malaysia, and this relationship is expanding beyond manufacturing… this is exactly the kind of investment relationship that we want to deepen," he said in his keynote speech here today. 

Meanwhile, Sim said Hong Kong serves as a bridge between China and the rest of the world, offering world-class banks, a strong legal system, transparent markets and an international business environment. 

He said Hong Kong also has a unique understanding of the Chinese Mainland due to shared language, culture and extensive business networks.

"Just like Hong Kong, Malaysia is your springboard into Southeast Asia. If a Mainland business wants to expand into the ASEAN region, which has a market of over 680 million people, Malaysia is your ideal partner. 

"Malaysia offers stable infrastructure, strong government support, a skilled multilingual workforce and strategic access to all 10 ASEAN countries. So when Chinese Mainland, Hong Kong and Malaysia work together, we create a complete economic pipeline," he said. 

On the other hand, Lau said the partnership seamlessly empowers Malaysian businesses to scale internationally via Hong Kong. 

"And of course, with my assistance, we will be enabling Hong Kong and Chinese enterprises to capture high-value opportunities across Malaysia and leverage Malaysia as the broader base for ASEAN expansion," she said.
