KWAP's RM750 Mln Campus Project A Planned Commercial Investment For Long-term Returns

By Karina Imran

KUALA LUMPUR, Oct 15 (Bernama) -- The Retirement Fund Incorporated's (KWAP) RM750 million allocation under Budget 2027 represents a planned commercial investment for Projek Vista Kampus across six selected universities, with the investment intended to generate sustainable long-term returns for the retirement fund.

The allocation is not earmarked for any single institution and is expected to be deployed progressively on a project-by-project basis, rather than committed in a single tranche, the retirement fund told Bernama when asked about the Budget 2027 initiative.

Any capital commitment will remain subject to KWAP’s established investment evaluation and approval processes, including comprehensive due diligence and the satisfactory fulfilment of relevant commercial, legal, technical and governance requirements, KWAP said.

"Each proposed investment will be assessed on its commercial merits, viability, and risk-return considerations, with the necessary approvals obtained before any capital is committed," KWAP said.

Earlier today, Prime Minister Datuk Seri Anwar Ibrahim launched Universiti Malaya (UM) Student Residence project, aimed at addressing student accommodation needs through the development of purpose-built residential facilities.

The project is planned to accommodate 40,000 students in two phases. The first phase will accommodate 10,000 students, followed by a second phase for another 30,000 students.

Anwar said the project should serve as a model for clean and efficient development management, free from leakages and wastage of public funds.

KWAP said Projek Vista Kampus supports government priorities under Budget 2027 to strengthen the country's higher education infrastructure and address the need for quality student accommodation.

KWAP’s participation is intended as a commercial investment rather than a government grant or charitable contribution; any investment returns generated will accrue to it, the retirement fund said.

The proposed investment is guided by KWAP's mandate under the Retirement Fund Act 2007 (Act 662). Its responsibility is to manage the fund prudently in support of the federal government's pension liabilities and its commitment to generating sustainable long-term returns.

"As a government-linked investment company (GLIC), KWAP supports the government's broader economic agenda through its role in the investment ecosystem, contributing to nation-building by pursuing commercially viable investment opportunities that meet its mandate and investment requirements," it said.

On the investment structure, KWAP said investments under Projek Vista Kampus are intended to be structured as long-term arrangements that generate stable, recurring income for the fund.

However, the specific investment structures, ownership arrangements and commercial terms for each project are yet to be finalised. Detailed evaluation and engagement with the relevant stakeholders would determine this.

Construction, occupancy, maintenance and financing risks will also be assessed as part of the commercial structuring and negotiation process, taking into account the capabilities, responsibilities and roles of the respective parties.

On the expected returns, KWAP said Projek Vista Kampus has a different investment profile and structure from its existing overseas property holdings and is therefore not directly comparable.

"As the commercial terms for Projek Vista Kampus are still being assessed and finalised, it will be premature to comment on specific return expectations or target yields at this stage," said KWAP.

KWAP has invested in United Kingdom (UK) properties in Birmingham and Edinburgh, which recorded an average net yield of 5.08 per cent at the time of acquisition.

It acquired two UK properties for a combined £39.75 million (approximately RM280 million).

Malaysia's second-largest pension fund entered the UK’s purpose-built student accommodation sector as part of its strategy to diversify its international real estate portfolio.

It said any proposed investment under the initiative remains subject to KWAP's investment processes, risk-return considerations and market conditions.

Performance will be monitored in accordance with established investment policies and risk management framework, it said.

Detailed project-level financial information remains commercially sensitive as terms are being finalised. Any further disclosure is subject to relevant disclosure requirements and commercial considerations, KWAP said.
