SC Strengthens Enforcement, RM1.98 Mln Returned To 239 Investors In 2025 - Amir Hamzah

KUALA LUMPUR, Oct 8 (Bernama) -- The Securities Commission Malaysia (SC) successfully returned RM1.98 million to 239 investors in 2025 through enforcement action against violations of capital market laws.

Finance Minister II Datuk Seri Amir Hamzah Azizan said RM8.6 million had also been allocated for restitution involving 933 investors, reflecting the SC’s efforts to protect investors’ interests and uphold the integrity of the country’s capital market.

He said the SC’s enforcement record last year also saw nine criminal convictions, with total court-imposed fines amounting to RM13.1 million.

“Through civil action, the courts also imposed and recovered illicit gains, or disgorgement, and civil penalties amounting to RM2.1 million, while RM9.08 million was recovered through regulatory settlements,” he said during the Ministers’ Question Time in the Dewan Rakyat today.

He was responding to a supplementary question from Khoo Poay Tiong (PH-Kota Melaka), who wanted to know about the SC’s enforcement effectiveness in addressing issues related to the so-called ‘corporate mafia’ to protect investors and uphold capital market integrity.

Responding to the original question from Datuk Awang Hashim (PN-Pendang) on determining the jurisdictional boundaries between the SC and other regulatory agencies, Amir Hamzah said the government determines the responsibilities of each agency based on the mandates provided under their respective laws.

He said any issues crossing the jurisdiction of more than one agency were addressed through information sharing, case referrals, as well as coordination of investigations and enforcement action.

He said cooperation between the SC and the Malaysian Communications and Multimedia Commission (MCMC) in 2024 and 2025 had successfully blocked and suspended 328 websites, 388 Telegram accounts and 60 telephone numbers linked to financial scams and fake investment schemes.

In addition, he said the SC was also involved in national coordination platforms, including the National Anti-Financial Crime Centre (NFCC), National Coordination Committee to Counter Money Laundering (NCC) and National Scam Response Centre (NSRC), whose structure was strengthened in March 2026.
