Budget 2027: KWAP To Mobilise Capital Across Private Markets, Strategic Sectors

KUALA LUMPUR, Oct 10 (Bernama) -- Kumpulan Wang Persaraan (Diperbadankan) (KWAP) plans to mobilise capital across private markets, strategic sectors and the domestic capital market to support Malaysia’s economic priorities, subject to its investment processes, risk-return considerations and market conditions.

The planned investments include RM1.5 billion through Dana Pemacu that was announced in Budget 2027 to strengthen local fund management capabilities, attract private capital and provide Malaysian businesses with greater access to growth-stage financing.

“Budget 2027 highlights the important role of long-term domestic capital in catalysing Malaysia’s economic progress,” said KWAP chief executive officer Datuk Jay Khairil Jeremy Abdullah in a statement.

He said that for KWAP, the priority remains to invest the retirement fund prudently and generate sustainable long-term returns, while pursuing investment opportunities that complement the government’s development priorities under the MADANI Economy framework.

Accordingly, another RM200 million will be channelled through Dana Perintis to spur Malaysia’s start-up and innovation ecosystem, while RM1 billion through Dana Iklim+ will support climate-focused investments to facilitate the country’s energy transition.

KWAP also intends to allocate up to RM1 billion to the semiconductor sector, supporting opportunities across the value chain to strengthen Malaysia’s domestic capabilities and industrial competitiveness.

In addition, it plans to channel RM750 million through Projek Vista Kampus for purpose-built student accommodation at selected local public and private universities to support the country’s higher education infrastructure needs, said Jay Khairil.

To further strengthen Malaysia’s innovation ecosystem, the government and KWAP will establish the RM50 million UniVC fund to support the commercialisation of university research and encourage greater private capital participation in homegrown innovation.

Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim presented Budget 2027 yesterday, announcing an increase in the minimum monthly pension to RM1,350 from RM1,000. This change will benefit nearly 59,000 pensioners and recipients of derivative pensions, among others.

Government retirees will also receive special financial assistance of RM750.

Jay Khairil said these initiatives reaffirm KWAP’s role as a government-linked investment company in mobilising long-term capital to support national economic priorities, while remaining guided by its mandate under the Retirement Fund Act 2007 (Act 662), fiduciary responsibilities and commitment to Malaysian pensioners.

He emphasised that KWAP will continue to invest with purpose and discipline to deliver sustainable long-term returns, strengthen Malaysia’s investment ecosystem, build domestic capabilities and contribute to the nation’s long-term economic growth.
