LSH Infra-Pertama Makmur JV Awarded Bandar Malaysia-Seri Kembangan Elevated Highway Project

PUTRAJAYA, Aug 28 (Bernama) -- LSH Infra Sdn Bhd and Pertama Makmur Sdn Bhd Joint Venture has been awarded the proposed development of the Bandar Malaysia-Seri Kembangan Elevated Highway (BSE), a strategic infrastructure project aimed at strengthening connectivity and easing traffic congestion in Greater Kuala Lumpur.
Works Minister Datuk Seri Alexander Nanta Linggi said the Cabinet had agreed in principle to the proposed development of the BSE, reflecting the MADANI Government’s commitment to providing high-impact infrastructure that benefits the people, stimulates economic growth and enhances the country’s competitiveness in a sustainable manner.
He said the BSE, envisaged as a high-capacity connecting route, would integrate several major highway networks to improve connectivity across Greater Kuala Lumpur.
“This includes the Kuala Lumpur-Seremban Expressway, Maju Expressway (MEX), Sungai Besi Expressway (BESRAYA), New Pantai Expressway (NPE), Shah Alam Expressway (KESAS) and the Kuala Lumpur Traffic Dispersal System (SPRINT) network.
“The development of the elevated highway along this strategic alignment has the potential to provide an alternative route for road users and facilitate movement between the northern, southern and east coast corridors of Peninsular Malaysia,” he told Bernama today.
The project is to be undertaken by LSH Infra and Pertama Makmur Joint Venture, with both companies bringing experience in construction and infrastructure-related projects.
LSH Infra is a subsidiary of Lim Seong Hai Capital Bhd, an investment holding company principally involved through its subsidiaries in construction and construction-related services and solutions, building materials, lighting and mechanical and electrical products and services, machinery rental, property development and facilities management.
Lim Seong Hai Capital was incorporated in Malaysia on Nov 11, 2020 under the Companies Act 2016 and was listed on Bursa Malaysia’s LEAP Market on July 30, 2021 before subsequently transferring to the ACE Market on March 21, 2025.
Its construction-related business is supported by subsidiaries involved in building materials, construction and construction-related services, hardware and tools, machinery rental, property development and investment holding.
Pertama Makmur, meanwhile, is a bumiputera-owned company incorporated in 1986. The company is a CIDB G7 contractor and is registered as a contractor with the Ministry of Finance (MOF), Tenaga Nasional Bhd (TNB), FGV Holdings Bhd and Pengurusan Air Selangor Sdn Bhd (Air Selangor).
It has completed more than 50 projects to date, with a cumulative contract value exceeding RM1.4 billion.
Among its major completed projects are the Sungai Kerayong Flood Mitigation Project under the River of Life programme, construction of an elevated interchange at the Jalan Pudu-Jalan Imbi-Jalan Hang Tuah intersection in Kuala Lumpur, upgrading of Jalan Semarak from Jalan Tun Razak to the DUKE Highway, construction of the sewerage pipeline network in Melaka and the Damansara-Shah Alam Elevated Expressway (DASH) Package CB4.
Pertama Makmur currently has five projects in hand with a total contract value of about RM500 million.
The major projects include Central Spine Road (CSR) Package 4C, the Sungai Pendang Flood Mitigation Project, and the widening and upgrading of Jalan Yew and Jalan Sungai Besi in Kuala Lumpur.
Yesterday, Nanta was reported as saying that the better connectivity would enhance public mobility, improve logistics efficiency and facilitate the movement of goods, while also potentially reducing travel time and improving access to employment centres, educational institutions and public services.
He said the BSE was not merely a new highway project but also a long-term investment in strengthening connectivity, inclusive development and the country’s economic competitiveness in line with the aspirations of Malaysia MADANI.
Following the approval in principle, the Works Ministry (KKR), together with relevant agencies including the Public Private Partnership Unit (UKAS), will continue negotiations and detailed assessments to finalise the project’s implementation structure.
“The government will ensure that every aspect of the project is assessed comprehensively, particularly in terms of public interest, value for money for the country and fiscal sustainability, before any final decision on its implementation is made,” he said.
The minister added that the proposed development of the BSE would adopt a private-sector financing approach, ensuring that its implementation would not involve direct financial commitments from the Federal Government.
Nanta said the government would also examine selected proposals for other infrastructure solutions to complement the existing road network and address traffic congestion in the Klang Valley.
He said the proposals would be considered based on strategic needs, capacity enhancement and their impact on traffic flow.
“KKR will continue to ensure that the subsequent process is carried out carefully, transparently and based on the interests of the people and country, in line with the government’s commitment to developing a more efficient, integrated and sustainable transport system to support economic growth and improve the people’s quality of life,” he said.
